Set Win10 Keyboard Layout

Hello,


I'm currently trying to set the keyboard layout system-wide. I'm trying to accomplish that after the first Reebot during WinPE provisoning.

Which basically means that I've complete access to cmd commands, scripts, the file system and the registry - but not for a specific user.

Is there a way to change the Keyboard Layout using those possiblities?


I've already tried editing serveral registry values and keys but either it did nothing or they were reseted after a system reboot.


An example:

- HKEY_USERS\.DEFAULT\Control Panel\Desktop\

Here I edited every single of the ISO-Codes I found.


I also tried using the "intl.cpl" the same way I did in my previous Win7 Provisioning:

intl.cpl,, /fATH\de-DE\de-de.xml


But it doesn't do anything. I thought that the file might have changed but I cant find something unusual:

Another thing I tried was running the powershell with "set-winuserlanguagelist -languagelist de-DE -force" which works fine when logged on but otherwise not, so it's not an option since the keyboard layout already has to be changed when the user logs on the first time.


It would be kind if someone could explain me excatly how to change the keyboard-layout using the means i mentioned at the beginning. And yes the concerning language pack is installed properly before i tried changing it.
