sudden High CPU usage

I've recently started experiencing extreme cpu usage numbers when doing basic tasks. It idles at around 150-20% yet ramps up to 60-100% when I so much as do anything in a program (e.g. switch browser tabs, open new browser tab, click on a task manager process) or start one. Especially in my games, I've had massive performance drops (much lower frame rates, much higher cpu usage) and the general pc feels very slow and unresponsive (takes a second to open start menu, takes 5 seconds to open task manager).

I've run a windows memory diagnostics tool which hasn't been able to detect any issues and I've run an Intel diagnostics software which also hasn't found anything. This leaves me with either broken hardware (motherboard) or a software problem.

The only thing I've seen out of the norm (except of course the slowness, high cpu usage) was this error message in the windows logs:

to the user -----\------- ------ SID (S-1-5-21-3745887014-3654249968-306677812-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.


Is there anything else I can do/try or that could be an issue? Cpu is intel core i7 8700.
